When an injury notification has been received by the Finnish Patient Insurance Centre, it will request the treating institution or the healthcare professional who have provided the treatment on which the notice has been made to submit a statement. In the statement, the treatment provider has the opportunity to give their account of the injury in question.
The statement must be submitted regardless of the treatment provider's opinion on whether the injury merits compensation. The purpose of the statement is to give the Finnish Patient Insurance Centre all necessary information to process the injury notification. Therefore, it is always mandatory to attach copies of patient records to the statement.
The Finnish Patient Insurance Centre will issue a decision based on all the information it has received whether the case meets the criteria for an injury compensable under the Patient Injuries Act. The information that the care personnel can provide regarding the patient's treatment and the factors leading to the injury may be crucial for the outcome of the decision. The care personnel's opinion that the injury is not compensable is not decisive on the application of the law.
In case the notice of injury merits compensation, the care personnel is also required to provide information on the likely length of time the patient would have remained in hospital care or period of invalidity had the injury not occurred, as well as an estimate on the length of the additional hospital care and period of invalidity resulting from the injury and the degree of the permanent damage or incapacity.
Private healthcare providers are required to complete the information regarding patience insurance cover. This information is required in all cases – even when the injury does not merit compensation.

Individuals using the group patient insurance of the Finnish Medical Association
If a member of the Finnish Medical Association has indicated in the Statement from the healthcare provider that they work as a self-employed healthcare professional and wish to use the group patient insurance taken out by the association for its members, they must include an attachment in the statement from the representative of the clinic or healthcare provider confirming this information.
